Wave of bombings across Iraq leaves 26 dead

BAGHDAD (AP) ? A series of coordinated bombings shattered Shiite neighborhoods and struck at Iraqi security forces Sunday, killing at least 26 in attacks that one official described as a rallying call by al-Qaida just days after dozens of militants escaped from prison.

The blasts brought September's death toll from sectarian violence to nearly 200 people ? a grim, above-average monthly total for the period since U.S. troops left last year. The steady pace of attacks has worked to undermine confidence in the government.

"The people are fed up with the killings in Iraqi cities," said Ammar Abbas, 45, a Shiite and government employee who lives in a Baghdad neighborhood near one of the bombings. "The government officials should feel shame for letting their people die at the hands of terrorists."

Police said the wave of explosions stretched from the restive but oil-rich city of Kirkuk in the north to the southern Shiite town of Kut, wounding at least 94 people. There was no immediate claim of responsibility for the attacks, but bombings are a hallmark of al-Qaida in Iraq, the Sunni insurgency that has been struggling for years to goad Shiite militias back toward civil war.

A key Shiite lawmaker said the bombings likely sought to galvanize al-Qaida in the wake of a prison break last Friday in Saddam Hussein's northern hometown of Tikrit. Scores of inmates escaped ? including as many as 47 convicted al-Qaida militants ? in a massive security lapse that the government acknowledged had help from inside.

"Al-Qaida leaders have no intention of leaving this country or letting Iraqis live in peace," said Hakim al-Zamili, a Shiite member of parliament's security committee. "The jailbreak in Tikrit has boosted al-Qaida's morale in Iraq and thus we should expect more attacks in the near future."

"The situation in Iraq is still unstable," al-Zamili added. "And repetition of such attacks shows that our security forces are still unqualified to deal with the terrorists."

Spokesmen for the government and Baghdad's military command could not immediately be reached for comment.

Sunday's deadliest attack struck the town of Taji, a former al-Qaida stronghold just north of Baghdad. Police said three explosive-rigged cars in a Shiite neighborhood went off within minutes of each other, killing eight and wounding 28 in back-to-back blasts that began around 7:15 a.m.

At almost the same time, in Baghdad, police said a suicide bomber set off his explosives-packed car in the northwest Shiite neighborhood of Shula. One person was killed and seven wounded. Police could not immediately identify the target.

"So many people were hurt. A leg of a person was amputated," lamented Shula resident Naeem Frieh. "What have those innocent people done to deserve this?"

The chain reaction of blasts continued throughout the morning, petering off around noon.

Another suicide bomber drove a minibus into a security checkpoint in Kut, located 160 kilometers (100 miles) southeast of Baghdad. Maj. Gen. Hussein Abdul-Hadi Mahbob said three police officers were killed and five wounded.

A military patrol hit a roadside bomb in Tarmiyah, about an hour north of Baghdad, killing two soldiers and wounding six passers-by, officials said.

And car bombs exploded outside the northern city of Kirkuk, the northeastern towns of Balad Ruz and Khan Bani Saad in Diyala province, and in the town of Madain outside Baghdad. In all, seven people were killed.

Also in Baghdad, a double car bomb struck the mostly Shiite neighborhood of Karradah in the most recent episode of an all-too-familiar insurgent tactic. The first explosion came as a security patrol passed, killing a police officer and a bystander, and wounding eight other people. As emergency responders rushed to the scene, the second car blew up, killing three passers-by and injuring 12, according to officials.

An Associated Press cameraman was knocked to the ground in the second explosion and an AP photographer was slightly injured.

All of the casualties were confirmed by Iraqi security and health officials who spoke on condition of anonymity because they were not allowed to release the information.

Earlier this summer, the Iraqi wing of al-Qaida, also called the Islamic State of Iraq, launched a campaign dubbed "Breaking the Walls," which aimed at retaking strongholds from which it was driven by the American military after sectarian fighting peaked in 2007.

The insurgent group has for years had a hot-and-cold relationship with the global terror network's leadership. Both shared the goal of targeting the U.S. military in Iraq and, to an extent, undermining the Shiite government that replaced Saddam Hussein's regime. But al-Qaida leaders Osama bin Laden and Ayman al-Zawahri distanced themselves from the Iraqi militants in 2007 for also killing Iraqi civilians instead of focusing on Western targets.

But even before U.S. troops withdrew last December, the insurgency sought to taunt Shiite militias and undermine Iraq's beleaguered Shiite-led government through near-monthly spectacular attacks that usually came on the same day in different places across the country, leaving scores of Shiites and security forces dead.

So far this year, the deadly trend has continued. January was Iraq's bloodiest month since the withdrawal, with 255 people killed in sectarian-related attacks. At least 193 people were killed in September. Deaths hit a relative low in May, with 48 killed, according to an Associated Press count.

"Such attacks waged on almost monthly basis show that the terrorist groups are still strong and they are not scattered or in chaos as depicted by the government," said Hadi Jalo, a political analyst in Baghdad. "It shows also that the failing security forces have not moved a step forward in their war against terrorism."

Vatican paper weighs on 'Jesus' Wife' scrap: fake

VATICAN CITY (AP) ? The Vatican newspaper has added to the doubts surrounding Harvard University's claim that a 4th century Coptic papyrus fragment showed that some early Christians believed that Jesus was married, declaring it a "fake."

The newspaper, L'Osservatore Romano, published an article Thursday by leading Coptic scholar Alberto Camplani and an accompanying editorial by the newspaper's editor, Giovanni Maria Vian, an expert in early Christianity. They both cited concerns expressed by other scholars about the fragment's authenticity and the fact that it was purchased on the market without a known archaeological provenance.

"At any rate, a fake," Vian entitled his editorial, which criticized Harvard for creating a "clamorous" media frenzy over the fragment by handing the scoop to two U.S. newspapers only to see "specialists immediately question it."

Karen King, a professor of early Christianity at Harvard Divinity School, announced the finding last week at an international congress on Coptic studies in Rome. The text, written in Coptic and probably translated from a 2nd century Greek text, contains a dialogue in which Jesus refers to "my wife," whom he identifies as Mary.

The issue has had resonance since Christian tradition has long held that Jesus was unmarried, and any evidence to the contrary would fuel current debates about celibacy for priests and the role of women in the church.

As such, it's not surprising that the Vatican would challenge the claim.

King has said the fragment doesn't prove Jesus was married, only that some early Christians thought he was. She has acknowledged the doubts raised by her colleagues and says the fragment's ink will be tested to help determine when it was written.

Some scholars attending the conference questioned the authenticity of the fragment, noting its form and grammar looked unconvincing and suspicious. Others said it was impossible to deduce the meaning of it given the fragmented nature of the script.

Camplani, a professor at Rome's La Sapienza university who helped organize the conference, cited those concerns and added his own, specifically over King's interpretation of the text ? assuming it is real.

Rather than taking the reference to a wife literally, he wrote, scholars routinely take such references in primitive Christian and biblical literature metaphorically, to symbolize the spiritual union between Jesus and his disciples.

The absence of any reference to Jesus being married in historic documents "seems more significant than the literal interpretation of a few expressions from the new text, which by my reading should be understood purely in a symbolic sense," he wrote.

Camplani nevertheless praised King's academic paper on the subject as scientific and objective.

In its announcement about the discovery, Harvard said the paper would be published in January in the Harvard Theological Review, a peer-reviewed journal. The journal later said it hadn't committed to publication and would await testing on the fragment's ink to help determine its authenticity.

High School in Less Than Four Years?

In Arizona, hundreds of high school students are now being offered the opportunity to graduate after their sophomore year ? as long as they prove their academic mettle.

As a part of an innovative initiative called Move On When Ready, high-achieving students who prove they are capable of taking college-level courses without remedial help, are allowed to move on regardless of their class stature.

Launched in 2011-2012, last school year about 12 schools in the state participated. This fall, the Center for the Future of Arizona (which supports the initiative and establishes the program in schools) estimates 30 high schools?including district, charter and private?now have Move On When Ready programs in place.

"We were interested in participating because it's important for our students to have as many opportunities as possible for whatever career or college pathway they choose when they're finished with us," Cindy Miller, assistant superintendent for academic services in the Dysart Unified School District, told the Arizona Republic News. The Dysart Unified School District added the Move On program to two high schools this 2012-2013 school year.

High schools, which voluntarily sign up for Move On, agree to implement a high-expectations, performance-based program for every student. Rather than gauging a student?s success by the amount of ?seat time? or years logged in school, the student?s advancement is achieved when he or she masters the curriculum.

At the end of a student?s sophomore year, a rigorous exam is administered. If the student performs at a college-ready level, he or she will be given a Grand Canyon High School Diploma. At that point, the student can stay in high school and take more advanced courses for a selective college process, enter a community college or go on to pursue career and technical courses. If the student does not pass the exam, there will be another opportunity after junior year. The first batch of sophomores to aim for the Grand Canyon Diploma will take the test this spring.

Arizona has been a key state for recent educational innovations. The statewide graduation rate is approximately 70 percent, and many who do graduate require remedial courses at the college level.

The Move On initiative is part of the National Center for Education and the Economy's Excellence for All program which is working to create high-performance high schools also in Connecticut, Kentucky and Mississippi.

?Move On When Ready was created in response to K-12 readiness issues facing Arizona's students and the reality that students need an education beyond high school to succeed in today's global economy,? Dr. Sybil Francis, executive director of the Center for The Future of Arizona, said in a statement. ?The majority of students who enter college have to take remedial courses?courses that don't count for credit. Move On When Ready was developed with all students in mind to let them know what is required for them to be successful in their education beyond high school, and to provide a way for them to get there with less concern about how long it takes."

PTTEP Approves Issuance of 650 Million Shares ... - LNG World News

The Board of Directors of PTT Exploration and Production Public Company Limited approved the issuance of up to 650 million new ordinary shares.

The capital increase and the proposed Offering are subject to approval by the Company?s extraordinary shareholders? meeting scheduled for October 29 at the Bangkok Convention Center. The date of determination of the names of shareholders entitled to attend the Extraordinary General Meeting of Shareholders will be October 12, 2012 (Record Date).

The new shares will be offered and allocated to all eligible existing shareholders whose names appear in the share register book as of November 12, 2012. The last day on which investors may purchase PTTEP?s ordinary shares and still be entitled to subscribe for new ordinary shares is on November 7, 2012. There will be no separate tranche allotted to PTT.

All eligible existing shareholders (including US Qualified Institutional Buyers pursuant to applicable US securities law exemptions) will be allocated up to their entire pro-rata entitlements. If there are shares remaining, the remaining shares will be allocated to shareholders who subscribe over their entitlement on a pro-rata basis for at least one more round. In the event that there remain shares from allocation to eligible existing shareholders, the Company may offer such shares to institutional investors.

The final offering price will be the same to all subscribers and will be determined via a bookbuilding method to help achieve a market-driven offering price. The final offering price will be publicly announced ahead of the subscription period, along with the subscription ratio and the final number of shares to be offered. PTT, as the majority shareholder of PTTEP, will not participate in the bookbuilding but will fully support the Company by subscribing for the new ordinary shares.

Proceeds raised from the Offering will be used to repay in full the bridge financing related to the acquisition of Cove Energy; to repay certain other indebtedness; and for general corporate purposes, including funding our exploration, development, production and acquisition activities.

Mr. Tevin Vongvanich, President and Chief Executive Officer of PTTEP, said:? ?Since the Company announced the cancellation of the last shareholders meeting in August, we have revised the allocation structure for clarity and transparency. The Company?s intention for our shareholders to receive preferential rights and subscribe over their entitlements remains unchanged. The final offering price will be determined via a bookbuilding process, which will reflect market demand at the time of subscription, and will be the same for all participants.

The remaining shares, if any, will be allocated to institutional investors. The management team has actively engaged with shareholders to discuss the Company?s business strategies and the rationale behind the capital increase. We are confident that our shareholders share in the Company?s vision. The transaction is an important step towards achieving our goal of sustainable growth, providing the Company with a robust balance sheet, and continuing to deliver on shareholder returns.
